This theme of self-empowerment reflected Washington's graduate work, conducted while AEC director, in park and recreation administration and education. She pursued the fields in the footsteps of her uncle, a recreational director at an Ohio settlement house that knit together education, recreation and social programs to foster community development.

Self-empowerment also underpins the philosophy of NWP, which works to create local partnerships between universities and K–12 educational systems. These partnerships establish networks of peer-driven professional development to improve writing instruction and disseminate model practices.
